Job Description:

KEY RESPONSIBILITIES / ACCOUNTABILITIES
Strategy & Business Value Responsibilities

  • Define and execute the product vision, roadmap, and strategy for digital skills platforms and frameworks in alignment with Dubai’s digital transformation goals.
  • Lead the design and development of scalable, user-centric digital learning solutions tailored to diverse audiences including government employees, private sector professionals, and citizens.

 

Agile & Scrum Responsibilities

  • Apply Agile methodologies including Scrum, Sprint planning, and backlog grooming.
  • Facilitate Agile ceremonies such as sprint reviews and iteration planning.
  • Manage product backlog and ensure alignment with Agile best practices.

Stakeholder & Communication Responsibilities

  • Engage internal and external stakeholders through regular meetings and collaboration.
  • Gather business requirements and support process re-engineering initiatives.
  •   Optimize customer journeys and onboard public/private entities effectively.

Service/Feature Development Responsibilities

  • Lead end-to-end product delivery including MVP definition and rollout.
  • Drive digital transformation through service design and API onboarding.
  • Coordinate full deployment and go-to-market planning for new features.

Tools & Technical Responsibilities

  • Utilize tools such as JIRA, GitHub, Confluence, Azure DevOps, and Trello.
  • Apply Kanban and SAFe Agile frameworks where applicable.
  • Support API management and service architecture design.

Soft Skills Responsibilities

  • Demonstrate strong leadership, decision-making, and communication skills.
  • Exhibit adaptability, problem-solving abilities, and customer empathy.

Qualifications: Bachelor’s degree in Computer Science / Information Technology or equivalent

Professional Certifications: Professional certification in Project Management such as PMP (Project Management Professional), Prince 2, Six Sigma or equivalent preferred

Years of Experience: 8 – 10 years of relevant experience in product lifecycle / project management

Nature of Experience: 4 years in positions of progressively increasing managerial responsibilities

Job Specific Skills: Strong product lifecycle management skills

Strong User Experience and product contextualization exposure

Business Language Skills: Fluent written and spoken English essential, Arabic preferred

Communication and Interaction Skills: Interprets or explains data or information to deliver messages to audiences not knowledgeable about the subject matter
