Full-time Job Description:
Job Purpose: Lead the design of institutional frameworks for data management, governance, and quality, and oversee operational planning and data programs, ensuring the integration of the enterprise data ecosystem and achieving compliance, quality, and sustainability of initiatives without interfering with operational implementation.
Job Responsibilities:
Current State Assessment: Conduct a comprehensive assessment of data management capabilities, identify gaps, and prepare detailed reports with actionable improvement recommendations.
Corporate Data Governance Framework Design: Developing an integrated framework that includes policies, roles, processes, governance controls, and issuing official documents for institutional accreditation.
Developing Policies & Standards: Developing data quality, classification, participation, and compliance policies, ensuring that they are updated and aligned with legislation.
Enterprise Data Model Design: Develop conceptual and logical models, ensuring compliance with global standards and the Dubai Unified Model.
Development of the MDM Framework: Design of data standardization rules, master record management, Golden Record mechanisms and elimination of duplication.
Designing Data Integration Standards: Setting data exchange standards (APIs/Data Contracts) and ensuring interoperability between systems
Data Quality Framework Design: Defining quality dimensions, measurement methodologies, verification rules, and corporate dashboards.
Operational Planning: Turn strategy into clear initiatives, set priorities, and prepare an annual roadmap.
Design of the Strategic PM Oversight: Develop a data project management methodology, identify performance indicators and follow-up mechanisms, and empower the team to manage and implement projects and processes.
Program Monitoring: Analyzing progress reports, measuring deviations, and reporting to senior management including corrective decisions.
Strategic Risk Governance Analysis and Management: Identifying risks related to data management and developing mitigation and follow-up plans.
Maturity Assessment: Conducting periodic assessments of the maturity of data management and suggesting improvement initiatives
Experience: 12 -15 years
Education: Computer Management/IT Data Management – Bachelors/Masters
