What Is the Difference Between Attestation, Equalization, and Authentication?
These terms are often used interchangeably but have different meanings in the UAE.
Attestation / Authentication
The formal process of verifying that a document is genuine.
In the UAE, this process is carried out by the Ministry of Foreign Affairs (MoFA). Since 2025, MoFA no longer issues physical rubber stamps. All attestation is completed digitally through eDAS 2.0, producing a secure e-stamp and QR code.
Equalization / Equivalency / Recognition
The process through which a UAE government ministry confirms that a foreign qualification meets UAE academic standards.
As of 2026, the official term for university degrees has changed from “Equivalency Certificate” to “Recognition of Higher Education Qualifications.”
For high school certificates, the Ministry of Education (MOE) remains responsible.
Primary Source Verification (PSV)
A separate third-party verification step, usually conducted through DataFlow or QuadraBay, where the issuing university is contacted directly to confirm the degree is genuine.
This is required for regulated professions.
Why Did the UAE Introduce a New Authentication System?
The UAE’s updated system was introduced for two primary reasons:

Does the UAE Accept Apostille Instead of Embassy Attestation?
No.
The UAE is not a signatory to the Hague Apostille Convention.
An apostille only covers the domestic authentication stage in the issuing country.
